The record and the story
The Codex says what is known, while the fiction says what happened. Keeping those jobs separate makes the world easier to enter from any door.
The Codex is not a spoiler machine. It is the part of the world that has been cleared for the file.
The fiction carries the people through it. Those are different jobs, and they stay different on purpose. A reader can enter through a book, a road, a person, a place, or a rule without needing to do homework first.
