He's a City Below Intelligence: "The mask worn by hidden cities when they need to speak in a human shape." A municipal worker's jacket. A basement service window.
Form
A municipal underworld god, concrete and specific. No demon, and no kind of fantasy monster. The dread is all "bureaucratic specificity."
The note on his voice starts with one word. "Municipal."
Role
He manifests as the spirit of Stillwell Below and comes up out of it. He speaks for that Below-city, and in a sense he's the city's consciousness. The Paramentals are the population he speaks for.
"A municipal underworld intelligence with personality and a grudge about unpaid tolls." Then a rider: "Not a quest-giver."
Tolls
The grudge is itemized. In Stillwell he has complaints, outstanding tolls and stolen debt-markers, and he wants restitution before he answers a single question.
Every crossing has a toll. He hasn't been paid.
Appointment
The True Mage line built the Belows as a refuge and appointed Hexorius to govern them. Every True Mage is part human, and the line didn't trust its own mages with the place. He's the check on the line itself.
His people are neutral ground.
Entry runs on a warrant. Verone goes in for an emergency or an actual crime, the way a cop goes in with one. When he isn't on official business, he can visit people.
Standing
Ongoing. His business with Verone is Accord-adjacent: tolls and jurisdiction. He can't be killed in the conventional sense.
Hexorius comes from a living tradition of urban witchcraft, which calls him the God of Cities and a patron of the lost. Its field guide is credited in full on the sources page, under CC BY 4.0. This record works on the same current. Where this comes from
