Under Stillwell, Indiana, there's a second Stillwell, built out of what the first one buried: history, failed desires, erased records, grief, debt, civic shame.
Some of the debt is "municipal debt nobody wants to acknowledge."
It's "Not a separate universe; the town's hidden underside." The civic shadow twin. A Below-city.
How it was built
Abandoned and failed places carry ghost-current and haunted infrastructure. The True Mage line took every bit of it in town and built Stillwell Below out of it, as a refuge.
Entry
The way down is "always through infrastructure that goes under the city." Storm drains, sewers, utility tunnels. No fantasy gates.
In Stillwell it's the chapel basement, at "a vertical intersection."
The floor it sits on
The Below, which looks like "Underground twin cities" and "root-memory, municipal dark." The Below is "old, close, bodily, buried, transactional," and not automatically evil.
Who's down there
The Paramentals are its population. Hexorius is the face it puts on when it has to talk, and he's got complaints.
The line appointed him to govern the Belows. His people are neutral ground. Verone goes down on a warrant, for an emergency or an actual crime, the way a cop does. Off the clock, he can visit people.
The idea of a hidden twin world close beside the ordinary one, and the name form [City] de Abajo, come from a living tradition of urban witchcraft. Its field guide is credited in full on the sources page, under CC BY 4.0. This record works on the same current. Where this comes from
